With respect to your inquiry please note that there are two different
issues in your question: i) management of that portion of oil (and gas and
petroleum products) revenue that accrue to the government treasury and ii)
the management of  petroleum industry  itself, because both of them
influence the economy.

There is a vast and growing literature  one the first issue. If the
political economy of competing rival rent seeking groups to appropriate as
larger portion of oil revenue to their favorite programs and projects  is
ignored (or was non-existent), the mainstream economic theory could explain
the optimal framework for  allocation of oil revenues. Such a framework
should consider the following  components:
=EF=82=B7 macro-fiscal stability; considering volatility of oil prices and =
oil
revenue that could destabilize government fiscal policy,
=EF=82=B7 fiscal sustainability; taking in to account dependability of the
nonrenewable energy resources such as oil and gas,
=EF=82=B7 scaling up growth-enhancing expenditure, which may need to be gra=
dual if
absorption and institutional capacity constraints are large; and
=EF=82=B7 adequate accumulation of precautionary savings.

Literature on each and every part of this framework is vast and growing.

If, however, management of oil industry is meant one should look at the
literature on national (NOC) and international (IOC) oil companies. There
is a formidable gap between efficiency of NIOC or our petroleum industry as
a whole and efficiency of best practices in the field companies such as
Exxonmobil, BP, Shell, Total, ENI and even Saudi Aramco. The main reason is
that these companies are managed and directed as commercial entities so
financial and economic rationale rule in every decision made by their top
management, whereas in the case of NIOC or our petroleum industry as a
whole, this is not the case.

It is clear that our  analysis regarding each of  the above two questions
would be completely different. So please clarify your intended  question.
On the other hand I think it is also important to discuss the long term
significance of  OPEC and oil and gas industry in oil exporting developing
countries such as Iran in the face of challenges looming in both demand and
supply side of the industry.
